Cloud desktop vs. VDI: cost and capability compared

Virtual Desktop Infrastructure (VDI) has been the default for remote desktop delivery for two decades. Browser-delivered cloud desktops change the economics and the operational model. This guide compares them honestly — where each still wins, what VDI really costs once you count the hidden terms, and how to decide.

The two models in one paragraph each

VDI virtualises a desktop operating system onto servers you own or rent long-term, and brokers connections to those VMs through a gateway (Citrix, VMware Horizon, Microsoft RDS). You own the hypervisor, the licensing, the patching, and the capacity planning. Scale is something you buy ahead of demand and live with.

A cloud desktop runs a full desktop on managed compute and streams it to a browser. There is no client to install, no broker cluster to operate, and no hosting layer to patch. Where VDI still wins

  • Air-gapped or strict data-sovereignty requirements where compute must physically sit inside a facility you control. A cloud desktop can meet residency with region pinning, but not an air gap.
  • Existing investment in a GPU farm, storage array, and a VDI license stack that is already amortised. If the hardware is bought and the licenses are current, the marginal cost of adding a seat is low.
  • Organisations with a dedicated endpoint management team that can absorb broker, hypervisor and image maintenance as part of an existing operations budget.

These are real cases. They are also the cases where VDI's fixed cost is already sunk — which is exactly why VDI gets harder to justify the moment those assets hit a refresh cycle.

What VDI actually costs per seat

The sticker price of a VDI license is the smallest line. The full per-seat cost is the sum of several terms that vendors quote separately:

  • Per-seat or per-concurrent license (Citrix / VMware / RDS Client Access License).
  • The hypervisor and management plane license.
  • Capital cost of the servers and GPU cards, amortised over their refresh cycle — typically three years before a GPU refresh is forced.
  • Storage: persistent desktop images need fast shared storage, which is the single most expensive line in a VDI build.
  • Operational cost: a dedicated team to patch images, manage the broker, and handle break-glass at 2am.
  • Over-provisioning: VDI is sized for peak concurrency, so you pay for idle capacity outside peak hours.

Once those terms are added, the honest per-seat cost of VDI is routinely two to three times the headline license price. A cloud desktop collapses all of them into a single metered compute charge, which is why the comparison flips as soon as seat utilisation is variable.

Where the cloud desktop wins

  • Variable headcount: contractors, seasonal teams, and hybrid work produce seat counts that rise and fall. Metered compute bills for the peak, not the always-on maximum.
  • No client to install: a browser is the only endpoint requirement. This removes the endpoint management burden and makes BYOD and contractor onboarding instant.
  • No broker to operate: the session broker is managed, not something your team stands up and patches.

The decision in five questions

  • Is your seat count predictable and flat, or does it vary? Variable favours cloud desktop.
  • Do you already own GPU hardware and a current VDI license stack that is not near refresh? Owned and current favours VDI.
  • Is air-gapping a hard requirement? If yes, VDI today; cloud desktop with region pinning otherwise.
  • Is your team able to operate a broker and patch desktop images on an ongoing basis? If not, cloud desktop removes that burden entirely.
  • Do users need to connect from arbitrary devices and locations without IT provisioning each endpoint? Cloud desktop wins on BYOD and contractor access.

A note on latency for both models

Neither model is inherently lower-latency. VDI on a nearby owned data centre and a cloud desktop on a nearby region can both hit sub-50 ms input-to-photon latency. The difference is that the cloud desktop can place a region next to every user without you building the data centre.
